NSEA August 12, 2012 Board Meeting
Minutes
The August 14, 2012 Board Meeting was called to order at 6:35 PM at the Spring Lake District Library.
Board members present were D. Baines, B. Cooper, P. Herkner, J. Hoexum, R. Spyker, S. Velarde. T. Thornhill was present as legal counsel. No other NSEA members were in attendance.
I. Secretary’s Report
The minutes of the June 12, 2912 meeting were read and approved.
II. Treasurer’s Report
a. See attachments for details of Balance Sheet and Profit/loss sheet. Mr. Spyker reported that the Association remains marginally profitable.
b. A/R Aging Summary (delinquent dues).
Mr. Spyker will personally contact each delinquent Association member informing them of their delinquency and request payment.
Mr. Spyker also suggested our accountant include a statement on the dues invoice indicating payment is expected within 30 days and describing consequences if delinquency persists. A sample of the wording will be submitted at the next Board meeting.
III. Old Business
a. Road speed concerns.
The use of removable (temporary) speed bumps was discussed. These are reported to reduce speeds to 15-20 MPH and can be removed in latter Fall so as not to interfere with snow plowing. J. Hoexum agreed to research this option further and report her findings back to the board.
b. Concerns regarding use of NSEA property
Two major concerns were identified: a) parking violations and resulting safety issues of limiting vehicle ingress and egress, and b) zoning violations (single family rentals only). The Township has been contacted and did not indicate much enthusiasm in getting involved with this matter (suggested it was a “neighborhood issue”.
It was also noted that there were multiple Association property owners in violation of Association parking rules and rental guidelines (single family rentals only).
Various options were discussed including; Board generated letters defining violations and requesting compliancy, erecting “NO PARKING VIOLATORS WILL BE TOWED” signage and enforcing towing of violator’s vehicles, and obtaining a court order.
A motion was submitted that the process of obtaining signage be initiated (initially for cul du sac at end of North Shore Estates Road). In addition it was proposed that a letter be sent to violators requesting compliancy with NSEA parking rules and informing them of impending signage. The proposal was seconded and approved.
c. Bylaw update.
This topic was tabled until the next Board Meeting due to time constraints and complexity of the topic.
IV. New Business
a.Election of Officers
A motion was submitted to reinstate current NSEA Board Officers. The current officers were agreeable with the motion. The motion was seconded and approved.

Identifying an individual to serve as Road Commissioner was discussed and remains an open topic which will need to be addressed in future meetings.
b. A History of theNorthShore
The Association’s involvement with obtaining copies of Dr. Seibold’s book, “A History of theNorthShore”, for distribution to members was discussed. Currently the Association has approximately 75 books available. It was agreed the books should be given to new Association members and available to existing members for a $5.00 donation.
c. NSEA Budget
Mr. Spyker is in the process of reviewing previous treasurer’s reports in preparation for developing a definitive updated budget for the Association and will report his recommendations at future Board meetings.
d. Road Project
It was suggested at the Annual Membership Meeting that the Association consider initiating the project of road water management. It was felt that new cost estimates be obtained before considering further. Mr. Baines will obtain the updated numbers.
e.South RoadPatching.
The Association has received a check ($300) for the cost of patching the south portion of the road. The Board was also informed that the south property owners will take care of their portion of the road maintenance in the future. Since NSEA owns the road, this topic requires further discussion at next month’s meeting.
V. Next NSEA Board Meeting
The next NSEA Board meeting is scheduled for September 11, 2011 at 6:30 PM.
